Quarterly payments available to 2- and 3- star Quality Rated providers who participate in CAPS

Commitment to Quality (C2Q) payments are funded by the Georgia Department of Early Care and Learning (DECAL). These payments replace CAPS tiered reimbursement and are separate from weekly CAPS payments. They are designed to help providers continue focusing on high-quality care that improves children’s outcomes. The evolution from tiered reimbursement to C2Q payments represents a new phase in DECAL’s commitment to continuing to raise the bar for Georgia’s children and families. 
The quarterly payments are available to 2- and 3- star Quality Rated programs who participate in CAPS, and they are calculated as follows:
  • 2-star programs can receive a 5% quarterly payment
  • 3-star programs can receive a 10% quarterly payment
When you become eligible, you will receive an email from support@decalqrpayments.com with an invitation link. Once you submit your information, you will receive your payments automatically in 2025 and will not need to resubmit anything else unless there are changes to your financial or program details.

Frequently Asked Questions

When will I receive each payment?

You will receive your C2Q payments during each quarterly month (February, May, August, November). After you receive your first payment, your subsequent payments will be paid automatically. No action is needed for the remaining 2025 quarterly payments if there are no changes to financial or program details.

What information do I need to provide with my application?

If you have not received a C2Q payment from Care Solutions previously, you will need to use the invitation link you received to fill in your information and upload a completed W-9. If you have already received the C2Q Boost payment, you do not need to provide any additional information for the C2Q quarterly payments in 2025 since we will already have your information on file.

How will I receive my payment?

During your initial submission, you will be instructed to select your payment type, ACH (direct deposit) or check. ACH will deposit into your bank account within 3-7 business days once payments are released. Mailed checks may take longer to arrive depending on the timing of the US Postal Service. All subsequent quarterly payments will be made automatically, according to your initial payment type selection.

I have a 2- or 3- star program. How much will I receive?

Payments will be based on a percentage of the amount paid by CAPS during the previous quarter. For example, the May payment reflects CAPS payments received from January – March 2025. 2-star programs will receive a 5% quarterly bonus; 3-star programs will receive a 10% quarterly bonus.

Is the payment taxable?

Yes, the payment can be taxable. Expect to receive a 1099 form during tax season if you were awarded over $600 from Care Solutions during the tax year.

What can I use the payment for?

The payment you receive can be used for your program at your discretion. The payment is to help your program sustain or improve your level of high quality that you achieved.
