FOR CAPS PROVIDERS

Quarterly payments available to 2- and 3- star Quality Rated providers who participate in CAPS

Commitment to Quality (C2Q) payments are funded by the Georgia Department of Early Care and Learning (DECAL). These payments replace CAPS tiered reimbursement and are separate from weekly CAPS payments. They are designed to help providers continue focusing on high-quality care that improves children’s outcomes. The evolution from tiered reimbursement to C2Q payments represents a new phase in DECAL’s commitment to continuing to raise the bar for Georgia’s children and families. 
The quarterly payments are available to 2- and 3- star Quality Rated programs who participate in CAPS, and they are calculated as follows:
  • 2-star programs can receive a 5% quarterly payment
  • 3-star programs can receive a 10% quarterly payment
When you become eligible, you will receive an email from support@decalqrpayments.com with an invitation link. Once you submit your information, you will receive your payments automatically for the remainder of the calendar year, unless there are changes to your financial or program details. A new digital W-9 submission would be required at the beginning of each calendar year.

Frequently Asked Questions

How will I receive my payment?

During the initial submission, facilities are required to provide a digital W-9, payment information, and a signed affirmation. At the payment step, facilities may elect to receive payments via ACH by providing banking information, or via check (mailed to the facility address, W-9 address, or an alternate mailing address). Once the initial payment method is established, all subsequent payments will be processed automatically using the selected payment method unless the facility updates its financial or program information.

What information do I need to provide with my application?

Starting in Quarter 3 of 2026, all facilities must submit a digital W-9, payment information, and a signed affirmation as a part of our new payment system. Once submitted, payments will be processed automatically for the remainder of the year unless your payment information changes.

Can you provide me with an exact payment date for my quarterly C2Q payment?

C2Q payments are processed in batches throughout the payment month. Care Solutions cannot provide an exact payment date, since it is dependent upon the processing batch, when funds are received from DECAL, and the payment method selected. If ACH is selected, all banks have different payment ACH timing, which could vary between 3-7 business days once payment is initiated. If check is selected, it will depend on the US postal service once the check is put into the mail, which could vary between 1-4 weeks.

I have a 2- or 3- star program. How much will I receive?

Payments will be based on a percentage of the amount paid by CAPS during the previous quarter. For example, the May payment reflects CAPS payments received from January – March 2026. 2-star programs will receive a 5% quarterly bonus; 3-star programs will receive a 10% quarterly bonus.

Is the payment taxable?

C2Q payments may be considered taxable income. Depending on the tax classification and the total amount paid, facility owners may receive a Form 1099 for tax reporting purposes.

What can I use the payment for?

The payment you receive can be used for your program at your discretion. The payment is to help your program sustain or improve your level of high quality that you achieved.
